RTI is seeking Senior Technical Advisor candidates for an anticipated Mosquito Borne Illness/Vector Control Project funded by the US Presidential Malaria Initiative (PMI) through USAID. Under this project, RTI and its partners would provide technical and logistical assistance to ministries of health (MOHs)/national malaria control programs (NMCPs) to conduct a malaria prevention program through IRS. The position will be based in Washington D.C.
The Senior Technical Advisor will have the following responsibilities:
Program Management and Leadership
Provide oversight and strategic guidance for all technical activities associated with IRS implementation
Supervise and directly manage technical implementation and technical advising for USAID, NMCP, project team and partners in areas such as vector control, entomological monitoring, environmental compliance, M&E, and information, education and communication (IEC) activities.
Serve as Acting Project Director in his/her absence.
Provide strategic technical guidance to PMI, chiefs of party (COPs), and MOHs, specifically NMCPs, and other relevant government Ministries on technical activities associated with IRS implementation.
Provide on-site technical assistance to country programs as needs are identified by the Project Director and COPs in; IRS planning and implementation; entomological monitoring and insecticide resistance monitoring; use, selection and management of insecticides; monitoring and evaluation; and capacity building.
Ensure the timely completion and quality of all technical deliverables and reports by IRS project team
Contribute to development of technical deliverables, project publications, website content and other documents as required
Facilitate private sector involvement in IRS technical areas
Technical Leadership
Provide leadership for the tailoring and implementation of capacity development strategies for the transition of IRS activities to national governments.
In collaboration with Project Director, provide substantive technical and policy contributions in collaboration with international and national partners such as WHO, Roll Back Malaria, World Bank, and NMCPs for the development of IRS guidelines based on evidence-based best practices.
Serve as a representative of the IRS Project on behalf of RTI in regional or key global meetings, consultative sessions and conferences including participating in the development of global IRS standards, partnerships, networks and alliances.
Interpret and communicate IRS results and disseminate IRS lessons learned.
Oversee qualitative and quantitative operational research projects conducted in collaboration with local/regional partners and staff, to ensure scientific stature, data quality and accuracy; work with local/regional partners to ensure research findings are disseminated and used for decision-making, and build the regional evidence base for development and implementation of efficient and effective malaria prevention policies and initiatives.
Introduce IRS innovations as new technologies and approaches emerge.
Requirements:
Education and Experience:Master’s degree in Public Health, Entomology, Tropical Diseases or related field.
Demonstrated success managing and leading technical teams in the implementation of health programs in Africa including: at least 12 years of progressive experience in the management and implementation of public health programs and 5 years of experience in designing and implementing vector control and IRS activities.
Experience working within or leading USAID-funded projects.
Experience partnering with ministries of health and other related institutions and stakeholders at global, regional and national
A record of publications, presentations, reports or analyses on vector control, malaria and/or IRS-related topics.
Extensive experience in client relationship management, reporting, program planning, budgeting, implementation and personnel management.
Knowledge, Skills and Abilities:
Proven track record in building successful, collaborative relationships and partnerships with government partners and stakeholders in the global infectious diseases arena.
Reputation as strong leader of large, diverse teams.
Excellent interpersonal and relationship building skills.
Excellent oral communication and presentation skills.
Ability to produce thorough, high quality work within a tight timeframe.
Flexibility and ability to handle multiple tasks and work collaboratively within a matrix-oriented environment.
Must be fluent (writing and speaking) in English; additional language proficiency in relevant languages (e.g. French, Kiswahili) would be an asset.
