Mozambique: Behavior Change Communication (BCC) Technical Advisor (TA) – Mozambique

RTI International is seeking Behavior Change Communications (BCC) Technical Advisor (TA) for an anticipated $25 million, USAID-funded malaria project in Mozambique. The purpose of this project is to provide technical assistance to strengthen the Mozambican Ministry of Health to prevent and control malaria, specifically in Cabo Delgado, Nampula, Tete, and Zambezia provinces. The position will be based in Maputo, Mozambique, and report to the project’s Chief of Party.

Responsibilities

  • Oversees programmatic and technical aspects related to BCC activities.
  • Coordinates with PMI, the Ministry of Health and other stakeholders to ensure the delivery of systematic and consistent technical assistance to the Ministry of Health, at all levels, and to other PMI implementing partners. Also coordinates efforts with other stakeholders to ensure that resources are efficiently used and to minimize duplication of efforts.
  • Works with Ministry of Health departments to facilitate integration of malaria activities in to broader primary health care system, focusing on issues related to BCC (e.g. access to care, adherence to treatment).
  • Supports COP and Technical Director in developing annual work plans, budgets and performance reports.
  • Supervises mid-level project staff, as well as consultants.

Minimum Requirements:

· At least a masters’ degree in public health, or in a related field;

· A minimum of 3 years of experience in project management in BCC related to a public health program.

· Demonstrated capacity to build and maintain productive working relationships with a wide network of partners and stakeholders, including host government ministries at various administrative levels;

  • Must have good oral and written communication and presentation skills in English (at least tested FSI R3/S3); fluency in Portuguese preferred; and
  • Strong proficiency with Microsoft Office Suite applications.
  • Willingness and ability to travel frequently within Mozambique.

RTI International is seeking Clinical Senior Technical Advisor (STA) for an anticipated $25 million, USAID-funded malaria project in Mozambique.   • Supervises senior and mid-level project staff, as well as consultants.

Minimum Requirements:

· A clinical degree in medicine or nursery, or in a related field and minimum of 5 years of senior-level experience in project management in malaria or other public health program.

· Demonstrated experience in malaria case management and/or malaria in pregnancy.

· At least 3 years of experience working with National Malaria Control Programs, or with Maternal and Child Health Programs, in developing and transitioning countries, both at central and provincial levels.

  • Demonstrated strong managerial, communications and interpersonal skills.

· Demonstrated capacity to build and maintain productive working relationships with a wide network of partners and stakeholders, including host government ministries at various administrative levels.

  • Must have good oral and written communication and presentation skills in English (tested at least FSI R3/S3); fluency in Portuguese preferred.

RTI seeks a qualified Project Manager for a USAID-funded education project in Jordan. RAMP, which is the Early Grade Reading and Mathematics Initiative, is being implemented by RTI and its lead partners: Queen Rania Teacher’s Academy (QRTA); Change Agent for Arab Development and Education Reform (CADER); We Love Reading (WLR) and Mercy Corps. The project is a national Ministry of Education (MoE)-led initiative designed to improve the reading and mathematics skills of students from KG2 through Grade 3 (KG2- G3). The five-year project began on January 1, 2015 and will end in December 2019. It was launched by Her Majesty Queen Rania Al-Abdullah as part of the MoE initiative to improve education.

The Arabic Curriculum and Standards Specialist will work under the direction of the Team Leader/Curriculum Specialist Manager. The applicant will be responsible for helping plan and coordinate policy dialogue and technical assistance support of an Advisory Team to the Jordan MoE as it reviews the K-12 arabic instructional content, and by:

· Organizing and managing technical aspects of concurrent technical workshops focused on capacity building development; and

· Providing secondary quality control for the Advisory Team’s technical assistance, ensuring delivery of world-class learning standards content and processes, appropriate to the local Jordanian context.

This technical assistance is intended to assist the MoE to better understand which aspects of instructional material the MoE should now revise; and the processes best suited to ensure MoE leadership and broader Jordanian input.

The Arabic Curriculum and Standards Specialist will support the Team Leader/Manager, who in turn will lead the team of eight experts in this effort. The team will also include long-term and short-term advisors with expertise in curriculum, Arabic, mathematics, technology, science, assessment and humanities. The candidate will be an international consultant based outside of Jordan. The candidate will be expected to travel to Amman for short-term technical assistance (STTA) twice a year during which he or she will provide on-the-ground technical assistance and help build capacity.

Curriculum Reform Context

Within Jordan, an increasing emphasis is being placed on modernizing and transforming the education system. This growing emphasis within Jordan has led to explicit calls from within the MoE and from stakeholders to revise the curriculum, learning outcomes, and learning assessment frameworks. The MoE is undertaking such reforms and requested this technical and capacity building assistance to support its own processes to design, implement, and manage a curriculum review and revision process.

General Duties and Specific Responsibilities

The Arabic Curriculum and Standards Specialist will work with the RAMP team and the MoE toward the achievement of six core outcomes. This will include planning, logistics, research and implementation support to the MoE Directorate for Curriculum and Training (DCT), the primary counterpart. DCT holds responsibility for design and management of curriculum, learning outcomes, learning and assessment frameworks, and teaching approaches.

The Managing Directorate of Examinations and Tests (DET), other MoE units, and stakeholders will also be engaged.

The six core areas will include:

  1. Development of the General Framework of the Learning Standards and Assessment, using evidence-based trends, best practices, and proven theories of education change.

  2. Development of General and Specific Learning Outcomes, intended for KG–12 subjects/grades.

  3. Textbook Development Process**, exploring improvements for textbook development (e.g., specifications, assessment, etc.) and potential textbook policy changes.

  4. Development of Learning Standards, Syllabi, and Instructional Material Implementation Plan, detailing the development processes, from start to conclusion, with feedback loops based on assessment results.

  5. MoE Staff Capacity Development, building capacity of DCT and other staff to conduct and then sustain materials and national syllabi development processes to modernize the how Arabic is taught within the Jordanian education system.

  6. International Best Practices, drawing on the best modern international research, practices and theories and applying findings for a range of MoE reform efforts.

The applicant will help the Team Leader/Curriculum and RAMP team to strengthen and build MoE capacity to:

· Review and update national learning standards and educational framework consistent with Jordanian values and global best practice.

· Identify, collaborate with and train Jordanian experts in the development of K-12 instructional Arabic materials.

· Assist the MoE in defining its own local, improved textbook development and assessment criteria for consistent application.

· Develop General and Specific Learning Outcomes elementary and secondary Arabic subjects. This should be done via an iterative process with the MoE

· Ensure that materials are sensitive to gender, disability and inclusive education

· Conduct and sustain processes for learning standards development and syllabi that modernize the subject of Arabic within the education system.

· Make enhancements to the Textbook Development Process, including improvements for overall development (e.g., specifications, assessment, etc.) and required policy changes.

Qualifications and Skills

· Master’s degree in education with at least 10 years of relevant experience, PhD preferred.

· Experience in establishing learning standards and materials development

· Significant experience in education development in the field of arabic.

· Track record of performance excellence meeting targets and objectives on time.

· Demonstrated strong relationships with government counterparts, researchers and/or donors.

· Experience providing technical assistance, preferably with USAID-funded projects.

· Fluency in English and Arabic required, with evidence of strong writing skills in both languages

RTI is currently seeking qualified candidates for a Finance and Administration Manager position on an anticipated USAID-funded Feed the Future Democratic Republic of Congo Kivu Value Chain Activity. The goal of the activity is to increase household incomes and access to nutrient rich crops by linking small holder farmers to strengthened and inclusive value chains and supportive market services. USAID anticipates a five year period of performance with a total estimated cost range of $22-24 million. The FAM will provide senior-level oversight of the financial and administrative functions on the project. The FAM will report to the Chief of Party. This position will be located in Bukavu, South Kivu, DRC.

Responsibilities:

• Oversight of the project’s management of financial and reporting functions to ensure compliance with the terms of the agreement; • Oversight of finance, human resource management, logistics, procurement, administration and information technology (IT) support to the project; • Oversee preparation and submission of financial statements and other cost accounting reports to RTI and USAID; • Ensure adherence to RTI and USAID financial and accounting policies and procedures; • Oversee subcontract and/or grant to local partners; • Provide training and guidance to field and subcontract/grantee finance managers and COP on managing project expense to annual work plan and contract budgets, as needed; • Coordinate and consolidate the projection of monthly, quarterly and annual expenditures and prepares pipeline estimates for the project; • Provide leadership and support during project start-up and close-out with regard to setting up the project office, bank account, operations and logistics, staff administration, etc.; • Ensure appropriate systems and cost effective, timely procedures such as cash management, vendor payments, and budgeting are in place to properly disburse, account, budget and report project funds and have the proper internal controls.

Requirements:

• Minimum of Bachelor’s Degree in Business Administration, Accounting or related field; Master’s degree in Business Administration or related field preferred; • Minimum of 10 years of experience in financial management of international-donor-funded projects including experience in the management of USAID-funded projects; • ACCA/CPA or other recognized professional accounting qualification preferred; • Experience in grants/subcontract management is highly preferred; • Demonstrated knowledge, skills, and/or experiences in accounting, financial planning and management, and procurement, among other management support areas/functions, as required; • Familiarity with USG Cost Accounting Standards; Extensive knowledge of computerized accounting systems, accounting software and Microsoft Office; • Proficiency in QuickBooks software preferred; • Possess excellent organizational and analytical skills; • Written and verbal fluency in French and English. • Experience in DRC preferred.

The Financial Services Specialist will provide technical assistance to financial institutions benefitting from the USAID-funded Development Credit Authority loan guarantee program operating in the Kivu VC-supported geographic region. This position will be located in Bukavu, South Kivu, DRC. Responsibilities:

• Work in collaboration with the Chief of Party and other project staff to build the capacity of local financial institutions, with the end goal of increasing financial inclusion and lending to micro, small, and medium enterprises in agricultural value chains • Develop curriculum, design workshops, and/or provide training to local project and financial institution staff; • Develop new financial products and/or offerings to benefit project participants (eg. farmer cooperatives, agricultural input suppliers); • Assist in the development of activities to build financial literacy and creditworthiness of value chain actors • Assistant in the development of business and investment plans; • Provide technical assistance in the development and implementation of bank policies, recordkeeping, and lending procedures.

Minimum Qualifications:

Responsibilities: • Development of the grants management program with the input and oversight of the Chief of Party, Deputy Chief of Party, and the RTI Office of Contracts • Oversees grants management process & subcontracts for local organizations, including grant proposal tracking, review, and approval process • Maintains financial management files for grants and ensures audit trail for all necessary grant documentation • Implement process for screening grants to avoid generation of conflict between communities • Ensures timely financial disbursements, compliance with grants financial management policies, monitors all grant expenses, and provides regular updates on grant status • Provides technical assistance as required to build capacity of local partners & grantees • Reviews technical and financial proposals from local NGOs/CBOs, including negotiating annual budgets, and reviews grantee financial expenditure reports for accuracy and adherence to the SOW and budget

Minimum Qualifications:

• Bachelor’s Degree in Accounting or Finance, CPA or equivalent designation with senior level financial experience. Advance degree at the Masters level will be considered a plus • At least 6 years of relevant work experience in finance and grants management • Experience in international non-profit, preferably in DRC • Strong government accounting experience as well as experience with USAID, DfID or other donor agency regulations highly preferred • Fluent in French and English; Swahili preferred.

Responsibilities:

RTI is seeking Monitoring and Evaluation (M&E) Advisor candidates for an anticipated Mosquito Borne Illness/Vector Control Project funded by the US Presidential Malaria Initiative (PMI) through USAID. Under this project, RTI and its partners would provide technical and logistical assistance to ministries of health (MOHs)/national malaria control programs (NMCPs) to conduct a mosquito borne illness prevention program through IRS and other vector control methods. The M&E Advisor will have the following responsibilities:

Program Monitoring and Reporting

  • Responsible for developing monitoring and evaluation systems to measure and report on project outcomes, impact and progress for the client, partners and project team. This includes the development of the Project’s M&E framework, performance monitoring system, M&E training manuals, data recording tools, and standard operating procedures in collaboration with the client and project Director.

  • Responsible for reporting on all aspects of monitoring and evaluation of the global project to the client and project senior management. Must be able to collect large quantities data from multiple countries and organize into a comprehensive reporting system in order for data to be interpreted at district, country and global levels.

  • Provide orientation, training and oversight of country level M&E staff in the field.

  • Ensure data received from the field is reported correctly, thoroughly, and on time.

  • Develop Performance Monitoring Plan (PMP) and oversee its implementation and periodic revision.

  • Responsible for maintaining the program monitoring data base and prepares analyses of project data for sharing with client and partners.

  • Develop M&E instrumentation tools and report formats for the project as needed (including monitoring data collection forms).

  • Provide information and support in the development of the work plan, quarterly reports and annual reports.

  • Provide planning, training and oversight of health activities within the M&E framework.

    M&E Technical Assistance/Capacity Building

  • Support the documentation of best practices and facilitate the use of such data to drive program design and decision making. Produces information to share lessons learned and for advocacy purposes.

  • Provide technical assistance to build or strengthening partner and stakeholder capacity for data management and M&E. Interpret and communicate IRS results and disseminate IRS lessons learned.

  • Support qualitative and quantitative operational research projects conducted in collaboration with local/regional partners and staff, to ensure scientific stature, data quality and accuracy;

  • Work with local/regional partners and global malaria related organizations (RBM, WHO, etc) to ensure research findings and project data are disseminated and used for decision-making at a national and global level.

    Requirements:
    Education and Experience:

  • Master’s degree in public health, statistics, or related field

  • Minimum of 9 years of experience designing and implementing M&E systems for international donor-funded (USAID highly-preferred)Africa regional projects; experience with malaria and/or vector control-related programs and indicators will be highly preferred.

  • Additional experience providing M&E and data for decision making technical support to similar programs at national levels will be required.

  • Experience in use of ICT for data collection, statistical analysis, and qualitative/quantitative research.

  • Lead the IRS Project’s collaboration with organizations such as WHO, Roll Back Malaria, World Bank in the development of global IRS guidelines and policies based on evidence-based best practices.

    Technical Leadership

  • Represent the IRS Project on behalf of RTI in key regional or global meetings, consultative sessions and conferences which may involve the development of global IRS standards, partnerships, networks and alliances.

  • Provide leadership for the implementation of capacity development strategies for the transition of IRS technical and leadership to national governments.

  • As required, provide senior advisory services to NMCP on IRS and malaria vector control, particularly in new IRS start-up countries.

  • Responsible for the overall quality improvement and operational aspects of implementing multi-country capacity building agenda.

  • Lead efforts to attract and leverage private sector resources to expand and sustain the program’s activities.

    Requirements:
    Education and Experience:

  • Master’s degree in Public Health, Entomology, Tropical Diseases or related field.

  • At least 15 years of progressive experience in the management of health related programs in developing countries, preferably in Africa; 5 years of experience in the management of complex, multi-country projects.

  • Prior experience designing and implementing malaria programs desirable.

  • Experience working within or leading USAID-funded projects.

  • Experience partnering with ministries of health and other related institutions and stakeholders at global, regional and national

  • Extensive experience in client relationship management, reporting, program planning, budgeting, implementation and personnel management.
